between Mr. Dalton and Dr. Shiels a
telegram of such importance should have
been sent only after consultation with
the Colonial Office; in the circumstances
he has requested Sir William Peel to
obtain direct from His Majesty's Minister
a copy of the telegram in question.
3. As Mr. Secretary Henderson is
aware Lord Passfield is inclined to the
view that the question of the mutual control
of smuggling between Hong Kong and Chinese
territory is one which by every endeavour
should be treated as a Customs matter to be
worked out by Customs experts as far as
possible, and that the introduction of
extraneous political considerations of a
specific character by either party should
be discountenanced by His Majesty's
